"Acceptably arrived on schedule compared to what was posted" is subjective, but should generally be taken to mean that that your bus and/or train arrived to pick you up and/or drop you off earlier or later than expected and was disruptive to your plans - 30 seconds to a minute early or late probably should not be marked as "no," however, it may still qualify if it causes issues for transfers or if timetables make your travels tight in general.
