Your Nominees for the 2023-2025 UTRU Board of Directors

We are pleased to inform you of our nominees for the 2023-2325 UTRU Board of Directors!

In order to vote for members of the Board of Directors, an individual must have paid dues to UTRU between October 16, 2022 and October 21, 2023 at 10:15 AM Mountain Standard Time.

The minimum UTRU due is $5 a month or the average daily cost for you to use transit, whichever is higher; you may also make a yearly payment of $50. Dues above the $5/daily ridership cost minimum are appreciated but do not result in additional votes.

Dues must be paid annually.

Bill Ciraco (He/him)

  • Where do you live? Park City
  • How long have you lived in Utah? 1-5 years.
  • What percentage of your time getting around is spent using transit, walking, and/or biking? 1-10%
  • Why do you wish to be on UTRU’s Board?
I relocated to Utah in early 2020 from New York City (Manhattan) where I rode transit for 90%+ of my mobility needs.

Since relocating to Park City I have advocated for the Rio Grande Plan for downtown Salt Lake City as well as for a train based transportation system in Park City where I now live to service some of the 4mm visitors per year here.

I also am an advocate for an eventual rail link between Salt Lake City and Park City with service down to Heber and then to Provo/FrontRunner. Utah is at a watershed moment for potential investment into transportation infrastructure, with a particular focus on rail.

I would love to help support the effort as a member of the UTRU Board. I am also running for City Council in Park City with Transportation as my number one priority. I have recently completed the Leadership Park City year long program, I am member of the Park City Rotary, and I serve on the Board of Save People Save Wildlife advocating for better wildlife connectivity where habitats are bisected by busy roads and highways. Through my work with SPSW I take part in monthly meetings with UDOT Region 2, Summit County, High Valley Transit, and Park City Municipal. I would love to leverage that effort into a robust advocacy for more transit investment.

Rhone Tempest (He/him)

  • Where do you live? Salt Lake City
  • How long have you lived in Utah? 6-10 years.
  • What percentage of your time getting around is spent using transit, walking, and/or biking? 1-10%
  • Why do you wish to be on UTRU’s Board?
Longtime investigative journalist ronetempest.com interested in route review, UTA budget review process and in using UTRU both as a supporter of public transport and as a watchdog for corruption and waste.

Kay Walker (They/them)

  • Where do you live? Riverdale
  • How long have you lived in Utah? 20+ years.
  • What percentage of your time getting around is spent using transit, walking, and/or biking? 50-75%
  • Why do you wish to be on UTRU’s Board?
I rely on public transit to go to work every day. The routes available to me from my house are limiting, and it prevents me from going out and engaging with my community or local stores I like more often.

I want to do whatever I can to make life not only better for myself but also everyone else, whether they use transit or not. I also hate cars and the car-based infrastructure we exist under.
